Keelung Hometown Cultural Association (KHCA)
The Keelung Hometown Cultural Association was established on January 22, 2005 (Minguo Year 94), based in the Heping Island community of Zhongzheng District, Keelung. The association’s core mission focuses on promoting local culture, environmental conservation, and sustainable community development. It is dedicated to building connections between culture, the ocean, industry, and daily life, enabling both residents and visiting youth to gain a deeper understanding of the island’s history and diverse community characteristics, while fostering the preservation and revitalization of local culture.
The association is composed of a Board of Directors and Supervisors, a volunteer team, and an administrative executive team. It has approximately 45 members, including community elders, youth volunteers, tour guides, environmental volunteers, and local artisans. Members have long-term involvement in community environmental maintenance, guided tours, cultural event support, and hands-on workshops. The association is led by Chairperson Lan Xiufeng, with project contacts Specialist Wu Xingshan and Specialist Li Xiaokuan.
The association has long-term collaborations with government agencies and local organizations to promote community development and cultural preservation, including:
Community Environmental Guidance Program (Ministry of Environment): Implementing native plant restoration, coastal cleanups, and greening initiatives at Alabao Bay.
Keelung City Government Community Development Program: Organizing marine-inspired art projects, mural painting, and environmental regeneration initiatives.
Locally Initiated Activities: Hosting flea markets, eco-friendly handicraft workshops, floating-ball mailboxes, and floating-ball percussion performances, while maintaining and enhancing green spaces in Sheliao and Hexian neighborhoods.
Educational and Outreach Collaborations: Partnering with Heping Island Geopark and local tour groups to promote cultural walking tours and school outdoor education, as well as conducting community-guided cultural learning programs in collaboration with National Taiwan Ocean University and local primary and secondary schools in Keelung.
